NEW CABINET FORMED INDIGNATION AGAINST CAILLAUX. (Received Last Night, 5.5 o'clock.) PARIS, January 13. M. Poincaire has accepted the responsibility of forming a;Oabinet. M. Delcasse refused the Premiership on the ground that lie did not possess the requisite qualities. He preferred to devote himself to his own department. Indignation is felt in Paris against M. Qaillaux. The newspapers represent that his negotiations were intended to sever the Franco-German negotiations for the Oongo-Kawerun railway. The abandonment of that scheme led to the despatch of the Panther. The Paris Journal states that M Desselves thereupon proposed the *.tespatch of a cruiser. The same-, day M. Paul Camlxm asked Sir Edward Grey, British Minister for Foreign Affairs, if, in the event of France sending a cruiser, would England do likewise. Sir Edward Grey replied in the at nrmative. After two days, M. Gaillaux, in M. Desselves' absence, notified Sir Edward Grey that thn decision in regard to the cruiser had been, -nostponed, fearing that it would create a grave situation. The Journal adds that Sir E. Grey's engagement was overruled by the majority of the Cabinet. M. Gaillaux alleges that the despatch of the cruiser was abandoned on M. Delcasse's advice. Two Ministers declined to sign M, Gaillaux's letter of resignation to the President, oking to its attack on M. Desselves. PERSONNEL OF MINISTRY.
