Writing, of the -Land for Settlements BB&i the N.Z. Bferalfd says:— "Howevea- desirable the BilA may foe, it wild not be paissad by this Bairliamantybuib stands through the election campaign as a proof of the solicitude of the Government for the eeftrtler. When it is (passed, its value depends wholly upon its admlinisteatian, and we cannot profess enthusiastic expectations from, 'any I'and isiettlieanent ©cheine Avhiich can l ibe imade or marred by a Land Department and by a Native Department which for years lia.ve pa'cmised so anuch and accomplished so little. For example, it o& strangethat when the Govennment ha«' failed to acquire much Native land voluntarily offered for «ale it should claim criedit for proposing to obtain a. very necessary compulsory .purchasing power. Nevenflnelessi, tihe Bill shows thai;, as constant dtropipi.ng wears away the stone, so constant agita, tion at least compelis. the Government, on the eve of the elections, to display a greater activity on behalf of land .settlement than it has hitherto done."
