Ifoe RangkiKei Advocate observes that even Hansard falls into the error of assuming that the Ministry is the Gtoverniment. In its issue No. M>, a portion is headed, "Government and Leader of Opposition." If it was necessary, to.make tlhe distinction it. shouui have been .given as ' The Admini stra tion'' or ' 'Ministers" and Leader of Opposition. Every member of Parliament is a part of the Government of the country.
