The Excelsior newspaper states that Herr von Kidorlen Wachter, German Minister of Foreign Affairs, lias extracted from M. Cambon, French Ambassador in London, u promise that French Banks would assist a German financial settlement at the end of September. Accordingly, the various houses have sent £11,00Q,000 to Berlin,- the absence of which from Paris is causing some uneasiness.
