CONFERENCE WITH OWNERS.

LONDON, July 21. Work in Cardiff is at a.standstill. One hundred vessels have been rendered idle. The Lord Mayor conferred with the shipowners, who . subsequently made proposals which the men considered. The Lord Mayor is hopeful that these proposals will form the basis of a .settlement. All the Chinese laundries were attacked at night, one .being burnt. The dock workers at Barry have struck.
