AFFAIRS IN PERSIA.
(Received July 20, 9.45 a.m.) TEHERAN, July 19. A new Cabinet has been formed of an active disposition.
The Naitional leaders have hastened to assure the Government of their hearty support against the. ex-Shah. The latter left Odessa on the plea of taking a "cure" in France. Opinion in Teheran attributed his landing to collusion or gross carelessness on the part of the Russian authorities. Russia has been opposing Mr Morgan Shuster's financial reforms and Major Stokes's appointment
