FLAW IN THE ACT.
There is a distinct flaw in. the Licensing Aot. Under one of its provisions, liquor must not be sold to a youth under twenty-one years of age "for consumption on the'premis-
<?s." There is nothing to prevent tlie supply of gallons of drink to striplings, so long as at is consumed ofE the premises. This is a glaring defect, which should be remedied at the earliest possible moment. For the sake of the future of the risi \g generation it must be made imDuss'.ble for youths to debauch themselves with alcoholic stimulants, whether on or off the premises.
