RIFLE ASSOCIATIONS.
The proposal for the establishment of _ Dominion and Distract Rifle Associations, a® outlined in- a telegram appearing in this issue, has a good deal' to recommend it. Presumably these Associations mil be a part of the defence system, and their mainten atnee a charge upon the' consolidated revenue. The retaining of district associations is a. matter for satir faction, for it is- largely from these ' odies that the champion shots of the Dominion have graduated. Tim decision to .make the elimination of the permanent ta.rget gradual, will also be well received. . '
