PASSES THE SECOND READING., READING.

WASHINGTON, June 17
The Senate leaders announce that there is a majority of sixty votes in favour of passing -the' Reciprocity Bill; A large number are against MrRoots' amendment. Mr Penrose has been added .to the friends of the Bill, who are unwilling to make lengthy speeches, but are anxious to vote as soon as possible. Mr Smith twitted the supporters of the Bill with being ashamed to stand up in the Chamber to champion such a measure. Mr Townsend proposed to introduce an amendment instructing President Taft to undertake further negotiations with Canada with a view to securing wider Reciprocity. The Bill passed the second reading. The debate-will be resumed on Monday.
