DEPARTURE OF PRIME MINISTER. (Received Last Night, 5.5 o'clock.) TEHERAN, June 17. Excitement lias been caused inPersia by the sudden '■ departure of the Prime Minister (Mustaufi el Miamalik) for Europe without- explanation, after a quarrel" in the Mefliss (National Council). He iminediateJy set to work to effect reforms, which included the employment of foreign advisers, the reform of the police, tilie improvement of administration in the provinces, the punishment of disorderly elements, the strengthening of the garrison, tihe devising of measures to cover a. deficit in, the Budget, and the reform of the Courts of Justice and schools).
