An Edict has been issued appointing Prince Ching, the Premier of Nantung, and" Hsushih Cliang, to be Vice-Presidents •of the Cabinet. The two former are. Mandrils, and HsuChang is a native of Qhdh-li. The Edict also creates a General Staff under PriiieesTiato and Yulang, both of whom are Manohus. A Privy Council has been created under Hu Yung Hsiang, a Chinese septuagenarian scholar, with. Jung Ping, a Manchu, as Vice-Presi-dent-.
