MASTERTON BOROUGH COUNCIL
SPECIAL MEETING. The first meeting of the 'newlyelected Masterton Borough Council was held in the Council Chamberß last evening, there being present,— His Worship the Mayor (Mr J. M. Coradine), Crs> A. Donald, J. P. Prentice, J. C. Ewington, W. Pragnell, W. Candy, T. G. Hoar, F. W. Temple, and H. J. O'Leary. The usual declaration was taken by the Mayor and all the Councillors. On the motion of Cr Temple, seconded by Cr Pragnell, it was resolved to meet every four weeks as a Council meeting, the first meeting to be on Tuesday next, May 9th. The Mayor stated that last,year the result of the Council meeting as a Committee of the whole had been , very successful, in that it had given Councillors an opportunity of obtaining a thorough insight into all section® of the business. The question l'emained .with the Councillors whether the same course would be pursued during the ensuing year. Cr Prentice moved that the old system be adopted.' Cr Pragnell seconded the motion,. He said he had. had experienced the result when several committees had been formed, and ha/1 been the cause of bitter wranglings when reports were put forward for adoption. Cr Temple said the conditions were such that the Council as a whole committee would be the best course. Cr Donald asked if the report of the committee, when brought before the ordinary meeting, could be reopened: and amended. The Mayor said that such could be done, but it was very seldom necessary, as the matters contained in the report had generally been favoured by the majority. Or Ewingtoh stated that he felt ■sure it would be advisable to set up a Park Committee. While there was a Park Committee good work haid been done, but since the CounaH, as a whole had sat as. a committee* 1 ; the Park had been neglected. Cr Ewington moved as. an amendment that two "committees be appointed, one a Park Committee and the other a committee to conduct the general business. Cr Hoar opposed the" setting up of a Park Committee, but he would favour a works and finance committee. Cr O'Leary supported the motion, as he wished to be on all the committees so as to understand the whole business of the Council. The amendment was not seconded, ' and the motion was carried. ;
