The announcements which have appealed in the newspapers during the last few days, pointing out the pains and penalties which may be imposed upon young people for failure to become enrolled in the defence force of the Dominion, leave no ground for doubt that conscription is now a part of our national system of dei fence. There is nothing voluntary about the system. It is a question of "must." But as those who arc chiefly affected have not votes, Parliamentarians do not. feel any .scruples in the matter.
