In an artieio published in the newspaper "La Kdvuo,''' liaron Estournelles Constant makes a fervent appeal for a Franco-German reconciliation, as the only security for European peace. A majority of the newspapers bitterly assail the composition of new Cabinet. Many papers condemn M. Doicaase as a disturbing element. "Le Temps" i'orsees a period of storm throughout tho country.
