RECALL OF RUSSIAN TROOPS. THE REASON, i (Received February 14, 9 a.m.) TEHERAN, February 13. The recall of the Russian troops from Kazvin, an important seat of trade at the crossing-place of the trade routes from Reslit and Tabriz to Teheran, is due to the restoration of order in Central Persia. It transpires that the death of M. Bogojavlensky, the Russian ConsulGeneral at Ispahan, whose body was found in a well, was due to accident.
