THE NEW LAWS. (Received Last Night, 10.40 o'clock.) BERLIN, December .19. The laws for Alsace-Lorraine from December Ist, 1912, will emanate only from tiie Kaiser, with the consent of a two-chambered Diet. Thus, the Reichstadt would be unable to legislate for the Reichsjand. That estate will not be granted a place in the Imperial legislation and government. It will send to the Federal Council representatives who will be entitled to speak, but not to vote. ' „
It is argued that the granting of the right to vote in the Federal Council would be undesirable, as it would raise the question of the redistribution of, power among the States.
The Upper House will consist of thirty-six members, one-half of whom will be ex-officio.
The Lower House will comprise sixty members.
