CUTS BOTH WAYS.
According to to-day's cables, Lord j Wyndham stated, in a speech, that, whatever the result of the British elections, li;\lf the electors would declare against a change in the constitution, and no constitution could stand which was based upon only half the voters of the country. Lord Wyndham could not have thoroughly weighed his remarks in this connection. If only half the electors vote in favour of the present constitution, ; how can. it stand ? It is obvious that a change is wanted, but the people are not decided upon what that , change should be. .
