In connection with the tax'jmposed on Ameiican potash, over which a protest was recently entered, the American delegates have sbumitted a proposal to the German Syndicate, whereby the .'oss due to the super contingent tax shall be halved between the American-German interest and American?, Urns penalising themselves voluntarily to the extent of 14,000,0f0 dollars. The President of the Syndicate has rejected the propo&al of the delegates, who are returning to Washington.
