UNREST IN UNIONIST RANKS

Received This Morning, 12.40 o'clock LONDON, October 5.

The increasing unrest in the Unionist rank and file has resulted in one hundred members of the House of Lords and House of Commons, headed by Lord Willoughby De Brooke, and Mr Page Croft, forming an organisation to induce the leaders to adopt a more active propaganda instead of the present defensive policy; to call a more definite lead; and to make, a statement regarding the Legislative programme. Complaint is made of the aloofness of ex-Ministerialists, which produces a sense of stagnation. It is insisted that the Party's organisation is unsatisfactory, and that, in view of the, impending negotiations between Canada and the United States, it is most urgent that the Unionist attitude on the question of Imperial preference should be made plain. If the Liberals hold a Colonial Conference, Imperial consolidation will be practically destroyed, owing to the Freetrade policy of the Government. The speech of Mr Balfour at Edinburgh to-day is eagerly awaited, particularly his references to the payment of members, on which there is a sharp cleavage in the Partv.
