THEN AND NOW.
The Prime Minister of this country is not a statesman. He is a politician, pure and simple. Like his predecessor he endeavours to find out what the people want, and then to "go in bald-headed." Unfortunately, however, he has not the same facility for divining the wishes of the people as had the late Prime Minister. Sir Joseph Ward is altogether too sudden in his changes of front. In 1907 he declared in the House that the . granting of the right of purchase to lands for settlement tenants would be opposed to "common-sense procedure." Now, he embodies this right in his Land Bill! How can j the country trust a leader who is so inconsistent ?
