PARLIAMENTARY.

| LEGISLATIVE COUNCIL. i (By Telegraph—Press Association.) . WELLINGTON, Last Night. In the Legislative Council this afternoon, the Destitute Persons Bill was read a third time and passed. The Rangataiki Laud Drainage Bill and Town Boards Bill were re* ported, from Committee without amendment. The Exhibition Bill was passed. HOUSE OF REPRESENTATIVES. The House met at 2.30. The Prime Minister gave notice to introduce the Gaming Act Amendment Bill.

The Speaker gave his ruling in regard to the Crimes Amendment Bill received from the Council, to the effect that clause 27, sub-clause 3, waa a distinct appropriation, and therefore an infringement of the privileges of the House. The Bill could either be laid aside or a motion, carried that the Houbts does not insist upon its privileg-. d. Sir Joseph Ward m ,ved that attention having beau called to a .breach of the privileges of the House by the Coune 1, the privilege be in this instance waived, but such a waiver was not to be taken as a precedent for future occasions. Mr Massey was strongly of the opinion that the course proposed by Sir, Joseph Ward was a t wrong one. He regretted that the Prime Minister had not risen- tu the occasion. Instead of standing up for tha lights and privileges of . the House, he had humiliated the House by making a pitiful speech. The debate was continued through* out the afternoon sitting. In the evening, after further discussion, the motion was carried by 43 votes to 25.
