TROUBLE IN THE PHILIPPINES.
I (Received September 2, 10.5 a.m.) ; NEW YORK, September 1. The authorities at Washington have been surprised by news of a rebellion in the province of Nueva Vizcaya, Philippine Islands. The revolt is said to he headed by Mandac, a former govei'nor of Ilocos Norte, who is a fugitive from justice. The report has not yet received confirmation.
