LORD KITCHENER'S SCHEME,
Received February 19, 9 a.m. SYDNEY, February 19. 2 "The Herald" says:—"From everv point of vew Lord Kitchener's report is a notable document—completely worthy of the reputation of the great man responsible for it. He furnishes direct, concise, entirelv businesslike and workmanlike statements. When Lord Kitchener refers to the possibility of political interference, he places his finger on
our weakest spot" The "Telegraph" declares:— "The report will probably disappoint the expectations in some basic respects. It says nothing about equipment, munitions, and mobilisation. It hammers in the life and death significance to us of Imperial Navy predominance and the petty Iktle raistakenness of our attempting to do anything but back the Navy up with a well-found Australian land force. Lord Kitchener gave no thought to the middle distance years daring which we must rest upon the present voluntary force. It becomes the imperative duty of our military advisers to make these forces effective during the transition period.
