REMARKS BY THE GERMAN AMBASSADOR. ' Received January 31, 9.20 p.m. j LONDON. January 31. j The German Ambassador (Count Phul Wolff-Mettemich) at a banquet in London in honour nf the Kaiser's Birthday, in the cour?e of a speech, said the Germans were a peace-lov-ing people without further thought of war for attaining their national aims. Thry had no longing eyes for territory for settling their surplus population, emigration had declined to an insignificant figure, the people required employment at home, therefore they depended to a large extent upon their exports. No market had been gained by brute force, but the peaceful conque3t of trade was accomplished by intellectual industry, skill and knowledge of the potection of 'Jhe great growing comme/cial interests of Germany. The building of the fleet was an imitation of the other nations. The Germans had no wish to rule the seas, and threatened nobody since without an intention of competing for the supremacy of the sea it was unreasonable to suppose tbey sought to become involved in a nava! quarrel.
