SIXTEEN NEW SHIPS NEXT ' YEAR. Received January 28, 8.5 a.m. LONDON, January 27. Sir Edward Grey, Secretary for Foreign Affairs, in the course of a speech at Hexham, Northumberland, said the elections showed that there would be a British majority for Liberalism, while the Conservative and Tariff Reform Party would be dependent on the Irish for any chance of ejecting the Government. The decision come to bv the Cabinet last summer, continued the speaKer, assured ttiat amain would in March 1912, have sixteen new ships of a finer and stronger type than if ordered earlier, and equalling the number in Earl Cawdor's programme^
