PERSIA.
ORGANISING THE FINANCE. Received December 8, 10 p.m. TEHERAN, December 8. The Persian Parliament approved of the Government borrowing half a million sterling. It has also approved of the employment of a European to organise the finances. Russia and Britain suggest a Frenchman for the purpose, but the Persians prefer the financier to be a native or one obtained from the smaller European Powers. Russia has insisted on Russian officers organising the new gendarmerie.
