CHARGES OP "TAUKItfG" REBUTTED. TAXES PURELY FINANCIAL. A CONSTITUTIONAL LAWYER'S VIEWS. United Press Association—By Electric Telegraph Copyright, Received November 22, 8.45 a.m. LONDON, November 21. Arguing that Mr Lloyd-George's Budget taxes are purely financial, and that the method of valuation is strictly subservient to and necessary for their collection, Lord Courtney of Penwith, in a letter to "The Time?," rebuts the charge of "tacking." Lord Courtney is a barrister of Lincoln's Inn. He was elected for Bodmin in 1880, and was appointed to Ministerial office in the same year. He was Deputy-Speaker of the House of Commons from 1886 to 1892, and was raised to the peerage in 1906.
