«- S FINANCES ON A SOUND FOOUNG. Received October 7, b".30 a.m. TOKIO, October 6. Ivlarquis Katsuro, Ptime Minister cf Japan, in an important speech at the Bankers' Club, in Tokio, said the national finances were now on a sound footing, and it was possible to readjust taxation. Funds were available towards redemption of th« national debt, and the salaries of Civil servants would be raised. Relations with the United States, the Marquis declared,were excellent.
