OBITUARY

A CHINESE STATESMAN, Received October 7, 8.20 a.m. LONDON, October 6. Chang Chi-tung, ex-member of the Chinese Grand Council, is dead. The Pekin correspondent of "The Times" describes the deceased as the greatest scholar in the Chinese Empire, and as a pure minded patriot. Though he hal held lucrative offices for fort.,-lour yers, he diad poor. Chang Chi-tung, had been a forca in Chinese politics for a long series of years. Though the Governorships were mostly in Central China, his influence rivalled that of Li-Hung-chatig. Yuan Shih ki. and the other Viceroys who controlled the Empire's affairs from Pekin. Chang was intensely patriotic, and a strjng advocate of the devtlopment of the Empire's resources by Chinese capi tal and Chinese labour, as opposed to the granting of concessions to foreign capitalists. His administration of the Yang-tse Kiang provinces has been long considered by foreigners as the most efficient in the Empire.
