BRITISH SYNDICATE'S OFF ER TO DEVELOP NATURAL RESOURCES. Received September 28, 8.5 a.m. LONDON, September 27 % The St. Petersburg correspondent of the "Daily Telegraph" states that M. Kokovtseff, Russian Minister of Finance, is considering an offer of twenty five millions sterling, by a syndicate of british capitalists, for •the rignt to work for a term of years the northern railways of the Empire, and also the minerals and forests in Northern Russia.
