"The Times," in an article dealing with the constitutional rights of the House of Lords in regard to the Bud' get, says:— "Far more important than the privileges of a changing House of Commons are the privileges of the nation at large. These are of such supreme importance that even an error in the d irection of safeguarding the Commons' privileges is venial in comparison with an error in the direction of failing to protect the nation's rights.
