DISSATISFIED OFFICERS , AND MEN. By United Press Association—Electric Telegrßph Copyrißht. Received August 31, 9.45 p.m. LONDON, August 31. Serious misgivings are expressed in most countries at the Greek Army officers' pronouncements. The newspapers comment on the absence of further news and the rigid censorship at Athens. A cablegram yesterday morning stated that the Ralli Government — which succeeded the Theotokis Government last month, M. Ralli then announcing that he would pursue a policy of entente with Turkey—had fallen. M. Ralli refused to receive a military deputation, who demanded reorganisation of the army and navy. This refusal led to temporary disaffection among the forces in Athens, and 548 officers and 3,000 soldier quitted the capital and camped outside. M. Ralli thereupon resigned. M. Mavromichaelis, the new Premier, and Minister for Foreign Affairs, has granted an amnesty to the officers and men concerned. For some time the army has been dissatisfied, "he postponement of the union of the island of Crete with Greece produced great popular disappointment.
