A VITAL QUESTION.

PEACE OP THE ORIENT.

CHINA UNPREPARED FOR REFORMS. United Press Association—By Electric Telegraph Copyright. Received August 27,jj8.5 a.m. 10KI0, August 26. Prince Ito. who la tely designed the position of Resident- General in Korea, in a speech at Fakushima, in the province of Oshima, said he doubted whether China could successfully adopt a constitution, while failure would imperil the peace of the Far East.

Among his reasons for doubt the Japanese statesman gave the following:--

Firstly, the enormous area of the Empire, and its detective communications.

Secondly, its immovable conservatism, forbidding a change even in the system of taxation.

Thirdly, that the Chinese were untrained to local administration.

.A change on the latter point was, the speaker declared, a prelude to a National Assembly. Prince Ito said he was astonished at the silence of Occidental publicists on this question, so vital to the peace of the Orient.
