Prince Ito. who la tely designed the position of Resident- General in Korea, in a speech at Fakushima, in the province of Oshima, said he doubted whether China could successfully adopt a constitution, while failure would imperil the peace of the Far East.
Among his reasons for doubt the Japanese statesman gave the following:--
Firstly, the enormous area of the Empire, and its detective communications.
Secondly, its immovable conservatism, forbidding a change even in the system of taxation.
Thirdly, that the Chinese were untrained to local administration.
.A change on the latter point was, the speaker declared, a prelude to a National Assembly. Prince Ito said he was astonished at the silence of Occidental publicists on this question, so vital to the peace of the Orient.
