REDUCTION IN UNITED STATES AKViY. Received August 24. 8.30 a in. NEW YOKK, August 23. President Taft, in the interests of economy, has instructed Mr Dickinson, Secretary for War, to reduce the United States army from 88,000 to 80,000 men. The anr.ual coßt of each American soldier in peace time is two hundred and forty pounds sterling.
