Sir Charles Tupper writes in the "Nineteenth Century", advocating an All-Red cable route.
The writer suggests that in place of Dreadnoughts, Canada, New Zealand, and Australia should build large steamers under Admiralty supervision, to be commanded by naval officers, manned by trained men, and provided with adequate armaments. These'vessels would be able to preserve the trade routes in time of war, and could be used for the transport of troops. Each Dominion, Sir Charles recommends, should also be at liberty to construct an additional local navy.
