Received July 1, 8 25 a.m. LONDON, June 30. "The Times," dealing with the Kitchener debate in the House of Lords upholds the present military system in India, although it considers that system far from ideal. "The Times" adds that the old system caused great friction, and that our real safeguard must be in the moderation, good sense, «ind statesmanship of the Viceroy and the Com-mander-in-Cheif, and their loyal and harmonious co operation.
