A MODERATE REPORT.
I SPECULATION TN SECURITIES AND COMMODITIES. Received~June 17, 9.35 p.m. NEW YORK, June 17. The committee appointed by Mr Hughes, Governor of New York, to investigate speculation in securities and commodities in Now York, has issued a moderate report, declaring that speculation in some form is a necessary incident in the productive operation of the countr.', tending to steady prices for merchant and manufacturer, and being practically tantamount to insurance. The committee recommends that the governors of Exchanges be empowered to fix the price of any cornered commodity, and tnat legislation be also passed to prevent the pretended purchase or sale of securities for a customer or selling customers' securities for a broker's own benefit.
