Received June 6, 5.5 p.m. LONDON, June 5. In the House of Commons, the Right Hon. L. Harcourt's Bill to constitute London a single Parliamentary Borough, and abolish plural voting, was read a second time by 140 votes to 46. Sir Henry Kimber and the Right Hon. A. Lyttleton and other members combated the Bill because it was not accompanied by a scheme providing for the redistribution of seats, and because it sought tc establish one man or.e vote excluo ively for London, which represented one-eighth of the electorate of the whole country, The Hon. Mr Harcourt replied that the Bill removed anomalies and Londoners' grievances were remediable without their having to award a large measure of reform the Government hoped to pass before the dissolution of Parliament.
