Vitko, a Russian Terrorist, locked Colonel von Kotten, Chief of the Moscow Police, in a room in a Paris hotel, and emptied the contents of a revolver ir. his face. Vitko was arrested, and states that von Kotten offered him a position in the Secret Police or in the alternative exile in Siberia. He became a spy after being eighteen months in Siberia, and finally arranged a sham plot to secure revenge on von Kotten.
