THE "XRUGER TELEGRAM." A STATE ACT. Received March 31, 0 a.m. BERLIN, March 30. Prince Bulow, Imperial Chancellor, speaking in the Reichstag, declared that the famous "Kruger telegram" was a State act, the result of official counsels, and in no wise an act undertaken on the Kaiser's personal initiative. LONDOISI, March 30. "The Times'" Berlin correspondent definitely adds:-"The Kaiser drafted the telegram, which was <!own as the result of his counsel*."
The famous telegram was sent to Mr Kruger in 1896, after the Jameson raid. In it the Kaiser congratulated the Transvaal on succeeding, without appeal to the aid of friendly Powers, in repelling armed bands which had invaded the country, and in maintaining the independence of that country against foreign aggression.
