SPEECH BY PRINCE BULOW. Received March 31, 11 a.m. BERLIN, March 30. Speaking in the Reichstag, Prince Bulow, Imperial Chancellor, sympathetically referred to France's position in Morocco. Th*en. dealing with the nearer East, he said, "If Germany had not supported Austria, she wouH have encourage an attempt to inflict a diplomatic defeat on ' Austria, thereby weakening the German position in Europe."
