. m , COMPOSED OF RIFLE CLUB VETERANS. LORD .METHUEN'S PROPOSAL. Received March 23, 9 a.m. LONDON, March 22. Lord Methuen, Commander-in-Chief of the forces in South Africa, in a speech at Johannesburg, advocated the establishment of aSouth African reserve of rifle clubs composed of veterans. Mr J. C. Smuts, Colonial Secretary f the Transvaal, eulogised Lord Methuen's work, and approved his proposal.
