EMPIRE DEFENCE.
ADMIRALTY'S PROGRAMME. Received February 12, 11.10 p.m. LONDON, February 12. The "Daily Mail" reports that the Admiralty's programme of five improved Dreadnoughts, or a sixth according to the progress of German construction, has been accepted. It involves an increase of between three and four millions. The "Daily Mail" also states that there will be no naval loan.
