Rsceived December l* s , 8.30 a.m. CONSTANTINOPLE, Dec. 17. The Sultan waa loudly cheered today when proceeding in his State coach to open the Turkish Parliament in the square of Saint Sophia. Police military guarded five miles of streets. There were thousands of provincial and Egyptian visitors. Eighty-six thousand exiles have returned since the proclamation of the Constitution. THE SULTAN'S SPEECH. GLAD TO RESTORE THE CONSTITUTION. Received December 18, 10.17 p.m. CONSTANTINOPLE, Dec. 18. • The Sultan, in opening Parliament, said that he was hearitly glad to restore the constitution granted 32 years ago. He profoundly regretted Bulgaria and Austria's surprising action. The Government were now trying to safeguard the nation's rights. The Sultan promised to faithfully observe and jealously guard the Constitution.

Enormous crowds enthusiastically cheered the Sultan.

Most of the "nations sent congratulations to the Turkish Parliament.
