BERLIN, December 8,
The newspaper "Lokalanzeiger" publishes a remarkable interview with M. Isvolsky, Russian Foreign Minister, who has stated that the conclusion of a formal alliance between France, Russia, and England is imminent. He ad'jed that such an alliance had become necessary in order to prevent Germany pursuing a personal, independent policy in the Near East; the carrying out of which would cause a greater breach of the Berlin Treaty than Austria's Balkan policy.
M. Isvolsky further stated that should the Powers accept as un fait accompli Austria's annexation of Bosnia and Herzegovina, Russia would claim compensation on behalf of the interested Balkan States.
