LORD' ROBERT'S RESOLUTION. "A. RUDE AND UNWELCOME SHOCK." Received November 25, 11.25 p.m. LONDON, November 25. The London "Times' '* Vienna correspondent states that the Lords adoption of Lord Roberts' resolution has given a rude and unwelcome shock. The assumption hitherto prevalent in Vienna that Britrrn would never earnestly aim at military equality relying on her naval efficiency. Canadian newspapers are astonished at Lord Roberts' frankness, while American newspapers consider the resolution ill-advised. • BERLIN, November 25. The Conservative papers in Berlin raise a note of alarm and effect to suspect Britain's ultimate intentions. Semi-official journals see to allay the disquietude emphasising that the .question is purely Britain's domestic concern.
