Mr A. Birrell, Chief Secretary for Ireland, speaking at Bristol, declared that the Licensing Bill did not concern the House of Lords. They would be treading on very dangerous ground if they rejected the Bill.

A number of suffragettes constantly interrupted Mr Birrell and were ejected.
