It is semi-officially stated in Vienna that Austria accuses Servia of preparing bands in order to raise an insurrection in Bosnia-Herzeguvina, and thanks the Powers for their admonitions. The Czar, in messages to JCing Peter and the Crown Prince George of Servia, emphasises the necessity of pursuing a moderate and pacific policy. SERVIA'S CONDUCT. "UNSEEMLY AND THREATENING." Received November 13, 8.55 a.m. BUDAPEST, November 12. Dr. A. Wekerle, Premier of Hungary, speaking in the House of Representatives, described Servia's conduct as unseemly and threatening. ! He hoped, however, that AustriaHungary v»ould not be compelled t6 employ the resuurces at her command to calm her neighbour. ALBANIANS RESTLESS.
