CHEAP CABLES.
THE PRACTICAL SIDE. AN INTERVIEW. Received November 13, 10.2 a.m. MELBOURNE, November 13. Mr Scott, secretary to the Central Postal Administration, in an interview, declared that the sentiment in favour of cheaper cables required to be supported by figures belore a big reduction in rates was made. A calculation made showed that if the Pacific cable was occupied continuously day and night all the year round by penny a word messages, the re-j turns "would not more than pay the £77,500 required for interest and instalments towards repayment of capital, working expenses, and upkeep. There would be a dead lohs if the rates were made cheaper, and code words would have to be prohibited. Mr Deakin stated tbat the Atlantic Cable Company's rates stood in want of reduction. If these had been reduced, the rates on the Pacific cable would have been reduced long ago. He added that any arrangement to cheapen the rates would be greatly welcomed by Australia.
