A REMARKABLE SPEECH.
PRAISE TOR MR ASQUITH

LONDON, November 10,
"The Times" says:—"The Lord Mayor's banquet was not less brilliant than those of former years. Mr Asquith made a remarkable speech, instinct with a breadth and clearness of v)3W, an earnest but restrained patriotism that must praise Mr Asquith to a new and higher place in the estimation of his countrymen. The speech was not unworthy to rank for wisdom and courage with those of some of his most illustrious predecessors."
BRITAIN'S SUPERIORITY AT SEA MUST BE MAINTAINED. A WARNING TO PERSIA. Received November 11, 9 a.m. LONDON, November 10. Mr Asquith, in his speech, declared:— "Every Power is aware of our determination to maintain indisputable superiority at sea, in order to fulfil the elementary duty of upholding our commerce and industry, and placing our homes beyond the reach and beyond the risk of successful attack."
Mr Asquith praised Russia for refraining to intervene in Persia, despite trying conditions, and cautioned the Shah of the need of ending the troubles and restoring the constitution.
